Since I'm not a member of Congress and I'm not otherwise privy to the positions of the individual congress people, I'm going to go with my understanding from reading, the sometimes conflicting, reports
As far as I can figure out, it's the Republicans that are keeping the government shutdown over $14 billion a year in ACA subsidies. $14 billion is what the subsidies cost in FY 2024.
The subsidies help people to afford health insurance on the ACA Marketplace and they expire at the end of 2025. The Democrats want them extended and the Republicans want to let them expire. It's apparently a simple as that.
The Republicans can cut taxes for billionaires by $4 trillion but $14 billion for health insurance subsidies is apparently too much.
Yet, you can find oodles of people online claiming, without any reason, that somehow the shutdown is the Democrat's fault. I got an e-mail from Ted Cruz calling it "The Schumer Shutdown." I'm beginning to think that Trump voters really are that stupid.
